Port Corpus Christi Authority (PCCA) is currently seeking a dynamic
professional to join our team! This position will be responsible
for the functions of the vessel traffic controllers, the management
of the Harbormaster office and maintenance of records on vessel and
cargo activities; while providing support to the Harbormaster.
ESSENTIAL FUNCTIONS
Monitors and assures the proper compilation and reporting of data
regarding vessels, cargo, damages, personnel, equipment and
facility utilization
Maintains and ensures effective and responsive communication and
proactive coordination with the Port Aransas-Corpus Christi pilots
association, towing companies, line handlers, vessel agents, and
any other maritime agency intrinsic to vessel movements within the
Port's jurisdiction
Oversees the administration of the computer system and the Vessel
Traffic Information System (VTIS)
Reviews all daily vessel movements for veracity with regards to but
not limited to wharfage and dockage, before submitting to
accounting for billing and cost accounting
Assists with berth assignments assuring fair and equal treatment of
all Port users
Assures all communication with Port users is performed in a
courteous manner
Directs programs to review, amend, and monitor activities for
compliance with Port rules and regulations
Formulates procedure for compilation and reporting of data
regarding vessels, cargo, damages, personnel, equipment and
facility use necessary to support the administrative functions of
the Port and other agencies
Maintains current knowledge of federal, state and Port regulations
regarding harbor and cargo operators and environmental policies
Proactively develops and coordinates programs to promote positive
working relations with the Maritime Community; Represents the
Port's interest with regards to various Port related
organizations
Develops and supervises procedures for effective and efficient
coordination and communication with vessel agents, towing
companies, line handlers, pilot's association and other maritime
personnel for safe movement of all vessels within the Port's
jurisdiction
Provides communication for the Port with port users, Coast Guard,
Corpus Christi Oil Spill Association, Refinery Terminal Fire
Company and other agencies as required during emergency
situations
Provides communication and coordination with all vessels regarding
navigation assistance and traffic movements, harbor locations,
weather conditions, harbor or channel emergencies and any vessel
requirements
Provides direct support to the Harbormaster and assumes those
responsibilities in the absence of the Harbormaster
Supervises, assigns, trains, plans, and reviews the work of the
Vessel Traffic Controllers in coordination with Port's objectives
and goals
Adheres to Port policy and ensures supervised staff does same
Performs Vessel Traffic Controller functions when necessary
Initiates required action for special requests for dockage and
rates
Assists Harbormaster in creating the HMO budget, and makes the
recommendations to HMO regarding goals of department
Evaluates performance and performs disciplinary measures as needed
on department staff; makes recommendations regarding promotions,
terminations, work assignments and increases
Maintains good employee relations and assists subordinates in
day-to-day work issues; initiates a plan to motivate staff to
achieve work goals
Drives vehicle as necessary to complete assigned tasks and works
required hours/shifts necessary to fulfill facility objectives
Performs related duties as assigned
CPR certified or the ability to become CPR certified within the
first year of employment
Tier 1 status designation
CANDIDATE PROFILE
The preferred candidate for this position should be an organized,
thorough, and disciplined individual with a focus on maintaining
optimal integrity in support of the PCCA. They must possess the
following:
EDUCATION & CREDENTIALS
High school diploma or equivalent
Bachelor's Degree from an accredited college or university
preferred
Ability to obtain and maintain a Transportation Worker
Identification Credential (TWIC) during course of employment
Valid driver's license
EXPERIENCE & JOB KNOWLEDGE
At least two years of experience as a supervisor
Knowledge of Port operations
TECHNICAL SKILLS
Previous experience with a network computer system
Ability to write reports, business correspondence and to
effectively present information and respond to questions from
clients, customers and the general public
Ability to speak, read and write the English language
Proficiency in MS Office, including Word and Excel, Outlook and
other related applications
Ability to understand, interpret, and apply all PCCA policies,
promotes and adheres to the SEAPORT values, state/federal laws
Maintain good employee relations and encourages and fosters a
helpful environment where teamwork prevails. Assists senior
management and office staff where appropriate
ESSENTIAL PHYSICAL JOB FUNCTIONS
Ability to perform essential job functions, including but not
limited to frequent standing, walking, sitting, speaking or
hearing, typing and occasional reaching, stooping, kneeling,
lifting and/or moving up to 20 pounds with or without reasonable
accommodation
Must be able to walk and stand on level and/or inclined, climb
stairs, ramps, ladders and work stands. Must be able to crouch,
crawl, grasp/handle objects, use finger dexterity, bend elbow/knee
and reach above/below shoulders
Ability to work in a general office environment, with some exposure
to the elements when visiting worksites
Ability to operate light-weight highway vehicles and standard
office equipment and to work the requisite hours to fulfill
position objectives, including evenings and/or weekends, as
needed
